In the first such initiative in India, the Maharashtra government has decided to link property tax records with Unique Identification Authority of India (UIDAI) data to serve as a business intelligence tool and define property ownership. It will also seed land record extracts (which are called saatbaara) in Mulshi near Pune and in Wardha district with Aadhaar on a pilot basis before rolling it out across the state. The pilot project will begin in all municipal councils in Vidarbha's Wardha district, which has over 95% Aadhaar coverage — the highest in Maharashtra. Over 6.6 crore residents have enrolled for UIDAI in the state. IT secretary Rajesh Aggarwal said, "In case people do not have Aadhaar cards, they can register at the citizen facilitation centres in the councils, which will play a major part in the linkage." The Maharashtra government will also conduct a pilot to link UIDAI data with land record extracts in Wardha and Mulshi talukas in Pune district. This will be precursor to a state-wide rollout. "We have decided to begin a pilot project," confirmed SS Kshatriya, additional chief secretary (revenue). "These measures will help determine exactly whom the property belongs to," said an IT department source, adding that this could help cut down on disputes and prevent frauds. "This will also help the government get data of the landless, quantum of landholding and actual size of land holdings," he said. Linking UIDAI with multiple databases like property tax and land records will also eventually help eliminate ghost beneficiaries and people who took undue benefits of welfare schemes. 'This will be a business intelligence tool. The UIDAI cannot be duplicated like a PAN card," said a senior IT department official, adding that linking Aadhaar with property records could prevent cases of unscrupulous builders selling a flat to multiple people.
